Why are DEWs not yet in use in wars? They were trialled in Iraq. Maybe all sides agree not to bring them into use. Or all sides are waiting for the other side to go first. The Oreshnik would act as a major disincentive. How many laser do you need to win a war? How long will it take to make them and deploy them? Knocking out drones would be the natural first deployment. Cheaper and quicker to give every soldier a repeat action shot gun.
