By this morning the story has reversed to the below. ‘not being treated as suspicious’

It is clear the event was deliberate and it is clear it was home made, from the media muddle it created, ‘Mad Vlad’ and all, last night.
It is now clear they’ve bottled it and are calling it an accident, with Mad Vlad not guilty after all.
