At first sight this meant to imply those working in Downing Street were the thieves, but if lone looks closely at the notice, one sees that it is the City of London police notice, in Westminster Council jurisdiction area, does this mean that the City of London has over Westminster Council or just roads with government builds within them? We know the City of London appoints permanent sectaries to all government departments.

The City of London is the THIEF!!!
