    Crisis management. Submit something that is categorically rejected. Create the crisis (fear of something: deadly virus) then reintroduce the original submission and people will not only accept it but demand it. You die because you say no or you die because they control you. Your choice

      A brutal comment AneRose, but exactly true. As for the fear thing, I mentioned in a comment recently, that I was talking to a guy during the vaccine push, and he was delighted that he was next to get the vax before me. He didn’t know I wasn’t getting it, but he couldn’t hide his delight. He is now covered in a rash.
