These are not ‘fines’ a fine can only be issued by a judge. These are a notice which is a contractual agreement between two parties. No covid notice has been successfully collected in court so far, or at least the last time I checked. They hope the person will not question the notice and pay instantly all this rubbish is working through the belief it is lawful so people don’t question it and pay up.
The coronavirus act is secondary legislation and is drawn from the Public Health (Control of Disease) Act 1984. Secondary legislation can not take MORE powers than the original act, the coronavirus legislation does try to add more powers., this makes the coronavirus act Ultra Vires. This means they are nervous to go in front of a judge in case a legal president is set so they keep dismissing court dates or holding them over indefinitely.
The second way to argue is to refuse to enter into joinder (contract) until you have negotiated your fees for the contract.
