Xi stresses legislative cooperation between China, Russia

Legislative cooperation is an important part of China-Russia relations, Chinese President Xi Jinping said on Monday during a meeting with visiting Russian Federation Council Speaker Valentina Matviyenko in Beijing.
Xi hailed his state visit to Russia in March, saying he reached new and important consensus with Russian President Vladimir Putin on deepening bilateral comprehensive strategic coordination and practical cooperation in various fields.
The development of China-Russia relations is a strategic choice the two countries have made based on the fundamental interests of their respective countries and peoples, Xi said.
He expressed hope that the two sides will make joint efforts to implement the important consensus reached by the two heads of state, promote and guarantee the sustained and sound development of bilateral cooperation in various fields from the legislative level, strengthen exchanges of experience in legislation and state governance, and push cooperation between the legislative bodies of the two countries to a new level.
Xi noted that with the joint efforts of both sides, China-Russia relations have maintained a sound and steady development momentum, with steady progress in cooperation in various fields. The social foundations and popular support for the long-term friendship between the two countries have become more solid.
China will continue to work with Russia to develop a comprehensive strategic partnership of coordination for a new era, featuring mutual assistance, in-depth integration, innovation and win-win outcomes for all, so as to boost the development and revitalization of the two countries and promote the construction of a prosperous, stable, fair and just world, Xi said.
The two sides should also strengthen communication and coordination within multilateral mechanisms such as the Shanghai Cooperation Organization and BRICS, guide the reform of global governance in the right direction, and safeguard the common interests of emerging markets and developing countries, he added.
Matviyenko said the Russia-China comprehensive strategic partnership of coordination conforms to the interests of the two countries and the will of the two peoples, has reached its highest level in history and continues to develop steadily. Xi’s successful state visit to Russia in March has injected strong impetus into the development of Russia-China relations, she added.
The Russian Federation Council supports deepening Russia-China cooperation and is willing to strengthen exchanges with China’s National People’s Congress to provide a legal guarantee for the implementation of the consensus of the two heads of state, she said.

Chinese President Xi Jinping hosted a top Russian senator, Valentina Matvienko, for talks in Beijing on Monday. The high-profile negotiations revolved around strengthening ties between the two nations, as well as their joint multinational projects.
“China is ready to continue to work with Russia to develop a new era of comprehensive strategic cooperative partnership that is mutually supportive, deeply integrated, pioneering and innovative, and mutually beneficial to help rejuvenate the two countries and promote a prosperous, stable, fair and just world,” Xi said during the meeting, which involved multiple senior officials from the two countries.
Moscow and Beijing should “lead the correct direction of global governance reform,” Xi stressed, underlining that the development of the bilateral ties has become “a strategic choice made by both countries based on their own national and people’s fundamental interests.” Xi added that the importance of developing ties within such multinational groups as the Shanghai Cooperation Organization (SCO) and BRICS.
During the meeting, Matvienko, the speaker of Russia’s upper chamber of parliament, relayed a “spoken message” from Russian President Vladimir Putin to Xi. She said Russia-China ties have in recent years reached their highest-ever point and they will continue to improve even further. “This is the key role of the leaders of the two states. Such cooperation is in the best interests of our countries,” she said.

Speaking to reporters after the talks, Matvienko stated that Moscow can always rely on “a firm and reliable friendly shoulder in China,” hailing the country as a “very responsible serious state.”
“The main thing that I learned from all the meetings and conversations is that China will consistently and persistently continue cooperation with Russia, preserving the friendship that exists between our countries and peoples,” she shared.
The Russian delegation, led by Matvienko, is set to remain in China until Wednesday. The main goal of her visit is strengthening ties between the Chinese and Russian parliaments, with the senator scheduled to take part in the 8th inter-parliamentary commission between the two countries. The meeting is the first in-person gathering of the kind held since the outbreak of the Covid-19 pandemic in early 2020.
