There are probably eight or nine hundred CIA and US non-uniformed forces in Ukraine. Are equipped with cover by agencies set up for that purpose; live in hotels or apartments; provided with security; all run out of the US Embassy ( by cover agemcies ) . Russia will know about them and probably listens in to all their conversations.
