We support the work of the Intergovernmental Negotiating Body (INB) that will draft and negotiate a legally binding instrument that should contain both legally binding and non-legally binding elements to strengthen pandemic PPR and the working group on the International Health Regulations that will consider amendments to the International Health Regulations (IHR) (2005) mindful that the decision will be made by World Health Assembly.
We acknowledge the importance of shared technical standards and verification methods, under the framework of the IHR (2005), to facilitate seamless international travel, interoperability, and recognizing digital solutions and non-digital solutions, including proof of vaccinations. We support continued international dialogue and collaboration on the establishment of trusted global digital health networks as part of the efforts to strengthen prevention and response to future pandemics, that should capitalize and build on the success of the existing standards and digital COVID-19 certificates.
The G20 “leaders” know very well that the World Health Organization is secretly negotiating amendments to the International Health Regulations (IHR). They also know that the IHR don’t really have anything to do with health.
The International Health Regulations really should be renamed “The International Surveillance, Monitoring, Reporting and Compliance Regulations.”
- The Member States of the European Union, India, Indonesia and the Member States of the Eurasian Economic Union have submitted proposals to amend Article 23: Health measures on arrival and departure.
- India and Japan have submitted proposals to amend Article 28: Ships and aircraft at points of entry.
- Indonesia has submitted a proposal to amend Article 31: Health measures relating to entry of travelers.
- Brazil, the Member States of the European Union and MERCOSUR have submitted proposals to amend Article 35: General rules regarding health documents.
- The Member States of the European Union have submitted proposals to amend Article 36: Certificates of vaccination or other prophylaxis.
- The Member States of the European Union and the WHO Africa Region Member States have submitted proposals to amend Article 43: Additional health measures.
- The WHO Africa Region Member States, Indonesia and Japan have submitted proposals to amend Article 45: Treatment of personal data.
- Brasil, the Member States of the European Union, Indonesia and MERCOSUR have submitted proposals to amend Annex 6: VACCINATION, PROPHYLAXIS AND RELATED CERTIFICATES – MODEL INTERNATIONAL CERTIFICATE OF VACCINATION OR PROPHYLAXIS.
On November 14-15, 2022, the Working Group for Amendments to the International Health Regulations (WGIHR) held their first secret meeting to discuss the proposed amendments.
On November 16-17, 2022, the International Health Regulations Review Committee (IHRRC) met in their third set of secret meetings to discuss the proposed amendments.
I have personally filed Freedom of Information Act (FOIA) requests to obtain the amendments that have been proposed by nations around the world. So far, my requests for information have not been fulfilled.
Other people in Australia, Canada, Finland, New Zealand, South Africa, and the United Kingdom have also filed official requests for information. We have sent email requests directly to the information department of the WHO, and all of our requests have been ignored.
We do know that the following nations have submitted proposed amendments to the International Health Regulations.
My view is that they’ve brought this wet dream forward because they’re losing credibility so fast you can see it happening.
