On March 30, Kremlin spokesman Dmitry Peskov said that the status of Crimea is out of discussion. Moscow will not discuss this issue with Kiev or any other party.
“Crimea is part of the Russian Federation. According to our constitution, we cannot discuss with anyone the fates of Russian territories, the fates of Russian regions. That is out of the question,” the official said.
According to the Kiev’s proposal, the dispute over Crimea could be resolved within 15 years through bilateral negotiations.
The Kremlin is yet to comment on the other topics proposed by the Ukrainian side, including the security guarantees to Ukraine similar to the Article 5 of the NATO treaty.
