This is a type of public extrajudicial punishment of looters.
These are civilian people who rob houses and shops when the owners have left them.
I read only about one looter who was beaten to death. But nobody knows the statistic because
authorities and police do not control territories and cities. They cannot ensure the safety of property
and citizens on their territory. This is all over all Ukraine, not only near battle lines.
