    Population wise, Lancaster is pretty central within the UK, and rather than cyber attacks, I suspect that it we be central monitoring and control centre for the chipped. Our money will be on chips, no chip no money. You can be monitored 24/7, and instantly fined for wrong speak. It, like the current systems will be implemented boiling frog style with constant little steps towards the end goal.
