Why Are The NHS Putting Out A £3.2 Billion Contract for Blood Clot Treatment?

The British government has advertised a multi-billion pound contract for the treatment of blood clots. The contract to supply the National Health Service with such treatments would be worth £3,185,000,000 and would commence on November 1, 2021 and end March 31, 2021.
Given that blood clots have been linked with the Covid vaccine, we should be asking if the contract is being advertised in anticipation of a dramatic rise in the number of blood clot disorders following mass vaccinations against Covid-19?
