Health passports and regular testing or quarantine?

Whether someone is sick or not, whether they have symptoms or not, if they refuse to use a health passport they will simply be assumed to be sick. No evidence is required.
Untested individuals will be presumed to be infected. They will be told to quarantine and stay home, under essentially house arrest against their will, even if they never present with symptoms during the entire quarantine period.
Just like a car test to ensure road worthiness, human beings will have to be tested regularly in order to be permitted to take part in society.
