Exploratory drills are a Trojan horse, however, as dumping toxic nuclear waste is already permitted development, for the last two years. Local waste dumps can be enforced on local communities. Once fracking drills are in place, then nuclear waste can be dumped down the well, without the government or corporations needing to obtain planning permission.
