ISIS funding rooted in West, says UK analyst

Shadowy pockets of the financial sector, NGOs and charities are increasingly vulnerable to “terrorist financing abuse” as lone actors seek to unleash domestic terror attacks, a British analyst says.

Tom Keatinge, director at the Royal United Services Institute (RUSI) Center for Financial Crime and Security Studies, argues the West’s strategy for disrupting terrorist financing is short-sighted.

In a piece of analysis published on Monday, the ex-City of London banker said the world’s most pressing “terrorist finance risk” lies closer to home than Western counter-terror policy acknowledges.

Keatinge argued operations to disrupt terror-related financial flows presume the illicit funds’ sources are located in some far-flung destination, but in reality may are rooted in the West.

 

 

The ex-financer, who joined RUSI in 2014, says growing evidence suggests “so-called lone actors” are seeking to unleash terror attacks in their home countries.

“Whilst moving money across borders to Daesh [Islamic State] from countries in Europe has become increasingly challenging, raising small amounts of legitimate funding for homeland attacks remains frighteningly easy,” he said.

The ex-City banker stressed pay day lenders and student loans – in addition to NGOs and charitable fundraising – are vulnerable to terrorist infiltration.

“For those planning terrorist attacks, the high interest rates on such products are of no consequence,” he said.

“These sums may seem small, but individual attacks are ‘cheap’ to fund – the 7/7 bombings in London are estimated to have cost less than £8,000 [US$12,500], including trips overseas in preparation.”

 

 

Keatinge also noted cash is fraudulently accessed in states like Britain and funneled to terrorists abroad. In November, Scotland’s counter-terror chief Terri Nicholson echoed this view when he warned Britain’s welfare system had been infiltrated by terrorists in the Middle East.

In February, a campaign group stationed in Syria said illicit oil trading, illegal drugs and internet cafes were lucrative sources of funding for Islamic State (IS, formerly ISIS). The campaign group further claimed clandestine deals with Syria’s Assad regime were in operation at the time to sell the Syrian government gas and electricity that was under IS control.

In September, a report produced by US intelligence officials and other experts found the IS is wealthier than any other terror group in history.

The study said the group pocketed more than $3 million per day from oil sales, and also earned large sums from human trafficking and extortion.

    They will fund anyone and anything that is set up to destroy us. Don’t they know yet that we know what their intentions are. What a sick lot they are. How much longer will this be tolerated. Arrests are well overdue.

        A classic zionist ploy to justify aggression is to claim victimhood ie that you have been attacked usually by rockets, perhaps the zios fire them at themselves usually no one is hurt and they tend to fall in the desert.

        Par example recent events in the Golan Heights … curiously Murdoch & Rothschild have plans to profit from oil exploration in the area which is Syrian territory.

    When Joe Biden gets candid, he really lets rip. The US vice president, speaking at the John F. Kennedy Jr Forum at Harvard University’s Institute of Politics, told his audience – point blank – that America’s Sunni allies are responsible for funding and arming Al Qaeda-type extremists in Syria.
    And he named names: Turkey, Saudi Arabia and the UAE, specifically. Others – like Qatar – are undoubtedly complicit too, but Biden’s comments were made off-the-cuff during the question and answer period following his prepared statement.
    Of course, much of what Biden said has been suspected for years by Syria watchers, but to acknowledge this outright during the early days of President Barack Obama’s much-vaunted ISIL-busting Coalition – featuring these very same Sunni Arab partners – is a jaw-dropping concession.
    But that’s not all. Biden also managed to fundamentally undermine his administration’s efforts to train and arm “moderate” Syrian rebels today, by claiming there is no “moderate middle (in Syria) because the moderate middle are made up of shopkeepers, not soldiers.”

    Keep in mind now that just two weeks ago Congress approved – at the request of this White House – $500 million dollars to train and arm “moderate” Syrian rebels. Obama’s second-in-command is saying there are none of those, so who exactly are US forces teaching to fight with heavy weapons in Saudi training camps today?

    We have press reports that the CIA was a major conduit for the transfer of weapons from Libya to Syria – a role, no doubt, facilitated by US Ambassador Christopher Stevens who was killed in Benghazi by unknown extremists.
    We are also told that the US assisted in the logistics of delivering a Saudi-bankrolled transfer of Croatian weapons in 2012 to Syrian ‘rebels.’ According to the BBC: “The CIA is also reported to have been instrumental in setting up the alleged secret airlift of weapons from Croatia. And here is The Telegraph‘s take on things:
    “The shipments were allegedly paid for by Saudi Arabia at the bidding of the United States, with assistance on supplying the weapons organised through Turkey and Jordan, Syria’s neighbors.”
    These weapons were later caught on video in the hands of Ahrar al-Sham, which today is a target of US airstrikes inside Syria. The New York Times goes further:
    “With help from the C.I.A., Arab governments and Turkey have sharply increased their military aid to Syria’s opposition fighters in recent months, expanding a secret airlift of arms and equipment for the uprising against President Bashar al-Assad, according to air traffic data, interviews with officials in several countries and the accounts of rebel commanders.”
    “From offices at secret locations, American intelligence officers have helped the Arab governments shop for weapons, including a large procurement from Croatia, and have vetted rebel commanders and groups to determine who should receive the weapons as they arrive, according to American officials speaking on the condition of anonymity.”

    When NATO was considering “targeted airstrikes” in Syria but were concerned about Assad’s sophisticated air defense systems, ISIS managed to capture Taqba air base in Raqqa, Syria, eliminating the air defense systems in the entirety of the eastern part of the country.

    This timing was present yet again when NATO once again began calling for a “No-Fly Zone,” “Buffer Zone,” or “Safe Zone.” Interestingly enough, during the debate over the possibility of the establishment of a “no-fly zone,” even members of Congress were beginning to question why a “no-fly zone” would be necessary in order to combat ISIS since ISIS had no air force. Conveniently, ISIS immediately seized a number of planes left over in the Syrian air fields and allegedly began flying them off the runway.

    Either ISIS has the absolute dumbest public relations personnel in world history, or the actions of ISIS are directly controlled by NATO for propaganda, geopolitical, and military purposes. The timing of ISIS’ actions – always in line with the goals of the NATO faction of the world oligarchy – is clearly the result of the latter.

    9.There are Western Special Forces and Western intelligence operatives within the ranks of the ISIL. British Special Forces and MI6 have been involved in training jihadist rebels in Syria.

    13. Israel has supported the ISIL and Al Nusrah brigades out of the Golan Heights.

    Germany’s international broadcaster Deutsche Welle (DW) published a video report of immense implications – possibly the first national broadcaster in the West to admit that the so-called “Islamic State” (ISIS) is supplied not by “black market oil” or “hostage ransoms” but billions of dollars worth of supplies carried into Syria across NATO member Turkey’s borders via hundreds of trucks a day.

    The report titled, “‘IS’ supply channels through Turkey,” confirms what has been reported by geopolitical analysts since at least as early as 2011 – that NATO member Turkey has allowed a torrent in supplies, fighters, and weapons to cross its borders unopposed to resupply ISIS positions inside of Syria.

    Local residents and merchants interviewed by Germany’s DW admitted that commerce with Syria benefiting them had ended since the conflict began and that the supplies trucks carry as they stream across the border originates from “western Turkey.” The DW report does not elaborate on what “western Turkey” means, but it most likely refers to Ankara, various ports used by NATO, and of course NATO’s Incirlik Air Base.

    While DW’s report claims no one knows who is arranging the shipments, it does reveal that the very torrent of trucks its film crew documented was officially denied by the Turkish government in Ankara. It is a certainty that Turkey is not only aware of this, but directly complicit, as is NATO who has feigned a desire to defeat ISIS but has failed to expose and uproot ISIS’ multinational sponsorship and more importantly, has refused to cut its supply lines – an elementary prerequisite of any military strategy.

    Supposing ISIS magically sprang up and magically got trained and magically got equipped and funded. They would still be fucking guilty. Tony Blair and George Bush, should be administered the same bayonet up the arse that Gadaffi got, then the same rope Saddam got, after a couple of years in Guantanamo and Abu Ghraib, getting walked naked on leads and ……………..
